Morocco's State Payroll Approaches 100 bn Dirhams as 2026 Budget Shows 20 bn Deficit

The Moroccan state payroll reached 97.4 billion dirhams in the first half of 2026, a 12.1% increase over the same period in 2025. Payroll expenses accounted for roughly 45% of ordinary non‑compensation spending, averaging more than 16 billion dirhams per month. Overall public expenditures rose 15% year‑on‑year to about 287 billion dirhams by the end of June 2026.

According to the Trésorerie générale du Royaume, the execution of the 2026 Finance Law showed a negative budget balance of 20.2 billion dirhams at the end of June. Ordinary revenues (excluding borrowing) totaled 357.8 billion dirhams, while total charges (excluding debt amortization) were 377.9 billion dirhams. Borrowings contributed 60.4 billion dirhams and debt amortization 35.2 billion dirhams, leaving a net surplus of 5 billion dirhams on resources over charges.
