Mothers and Newborns Success Act introduced to improve rural maternal care
Senators Lisa Murkowski of Alaska and Tim Kaine of Virginia have introduced the bipartisan Mothers and Newborns Success Act to address maternal health disparities in rural communities.
The legislation aims to direct federal health agencies to expand maternal-health programs, enhance data collection, and improve access to maternity care. It specifically seeks to support the federal Rural Maternity and Obstetric Management Strategies program, which includes utilizing telehealth to improve obstetric care access. Additionally, the bill would provide maternal-health innovation grants to states and assist in matching patients with medical facilities appropriate for their specific risk levels.
On the Kenai Peninsula, approximately 21% of births occurred outside the region between 2019 and 2023. In 2023, 142 of 643 births to peninsula residents took place elsewhere, often because local hospitals are only equipped for low to moderate-risk pregnancies. Patients requiring higher-level care frequently must travel to Anchorage, a journey that can take between two and six hours and is subject to winter weather disruptions.
