Transport reforms and tolling updates in Bosnia and Herzegovina and Croatia
Bosnia and Herzegovina is implementing significant transport reforms aimed at improving road safety and digitizing administration. Minister of Communications and Transport Edin Forto announced a package of changes that includes replacing paper vehicle ownership booklets with digital confirmations, introducing permanent smart-card registration documents, and increasing driver training requirements. For category B licenses, practical training hours will rise from 35 to 40. Additionally, starting next year, the import of passenger vehicles below the Euro 6 emission standard will be prohibited to raise vehicle quality standards.
In a separate development, toll collection has commenced on the new A1 motorway section between Doboj Jug and Medakovo in Bosnia and Herzegovina. This project, part of Corridor 5C, was funded by the EBRD and the European Union.
Meanwhile, Croatian Highways (HAC) is preparing to launch the Crolibertas system by March 2027. This new tolling method will eliminate traditional toll booths in favor of automatic license plate recognition (ALPR) and ENC devices, requiring drivers to register their vehicles and payment methods before entering the highway.
