Move It appeals P555.75 million LTFRB fine over rider cap violation
The motorcycle-taxi platform Move It has filed a motion for reconsideration following a P555.75 million fine imposed by the Land Transportation Franchising and Regulatory Board (LTFRB). The penalty stems from the platform maintaining 73,321 active rider-partners across Metro Manila, Cebu, and Cagayan de Oro, which exceeded its authorized allocation of 17,746 riders by 55,575.
The LTFRB calculated the fine at P10,000 per excess rider. The regulator also cited a violation of a one-year temporary moratorium on onboarding new riders.
Move It argued that its rider count is a dynamic measure of on-demand supply, noting that the gig economy relies on the flexibility of riders going online and offline. The company stated that maintaining a continuous supply for commuters requires monitoring riders who are actively ready to accept trips, particularly during peak hours. The LTFRB has not yet ruled on the reconsideration plea.
