Mozambique government approves public‑sector performance rules and debt‑settlement strategy

The Mozambican government approved a new regulatory framework for performance evaluation of state employees, covering all direct and indirect public administration bodies, decentralized entities and diplomatic missions. The measure aims to boost efficiency, transparency and merit‑based recognition in the civil service.

At the same cabinet meeting, officials reviewed the concession decree for the Machipanda One‑Stop Border Post in Manica province, a public‑private partnership intended to modernise cross‑border infrastructure and facilitate trade with Zimbabwe. The government also adopted a strategy to regularise over 81 billion meticais (about US$1.2 billion) of state debt owed to suppliers, outlining a phased repayment plan from 2027 to 2031 that includes direct payments and treasury bond issuances. The debt‑regularisation plan was developed with the Ministry of Finance and the Confederation of Mozambican Economic Associations, which highlighted its importance for the cash‑flow of micro, small and medium enterprises.

Additional measures include a resolution to settle state debts to suppliers, and a review of the 2026‑2035 school‑feeding strategy to ensure meals for all primary schools, supporting children’s health and education.
