Mozambique implements local content rules for oil and gas sector
Mozambique is implementing new regulatory frameworks and partnerships to increase domestic participation in its oil and gas sectors. The government has approved the Regulation of the Local Content Law and the Statute of the Local Content Authority for the petroleum sector. This legislation aims to expand opportunities for Mozambican suppliers and workers through procurement of goods and services, vocational training, and knowledge transfer.
In support of these industrialization goals, the Portuguese ISQ and the Fundação Joaquim Chissano have announced a strategic partnership. This collaboration focuses on technical training, capacity building, and knowledge transfer to prepare a workforce capable of meeting the country's economic and industrial development challenges.
Additionally, Cabo Delgado Governor Valige Tauabo has advocated for deeper commercial ties between large-scale megaprojects and local firms. He emphasized that natural resource extraction benefits must translate into concrete opportunities for the population, particularly youth and women, through improved skills, employment, and access to finance for small and medium-sized enterprises.
