Mozambique Rovuma gas project funding execution falls below 38%

Data from the Social Economic Plan and State Budget (PESOE) for the first half of the year indicates that only 37.37% of the budget allocated to projects funded by Rovuma Natural Gas revenues was executed. Out of 2,943.4 million Meticais earmarked for strategic initiatives to drive national economic and social development, only 1,099.90 million Meticais were applied.

Among the six planned projects, the construction of the bridge over the Save River in Massangena, Gaza province, was the only one to fully utilize its 1,000 million Metical budget. In contrast, the construction and equipping of the Chibuto District Hospital, valued at 500 million Meticais, recorded zero fund utilization during the first six months of the year.

Other projects showed low financial execution: the urbanization and land infrastructure project used only 3.20 million of its 365.2 million Metical budget, and the construction of Tax Authority fiscal posts utilized 3.01 million of 143.4 million Meticais. Additionally, basic school construction saw only 16.73 million Meticais applied from an 800 million Metical allocation, while the Locomue Dam project in Niassa used 76.96 million of its 134.8 million Metical budget. The government report did not provide reasons for this performance, marking the second consecutive year of low application levels for gas revenues.
