Márcio Jerry proposes public participation in parliamentary amendment allocation

Federal Deputy Márcio Jerry (PCdoB-MA) has proposed a new model for the application of parliamentary amendments to increase transparency and social participation. The proposal suggests holding popular plenaries to discuss the destination of individual, bench, and commission amendments.

Specifically regarding health resources, Jerry intends to implement municipal consultations involving managers, municipal councils, city chambers, and civil society representatives before funds are released. The deputy argues that strengthening social control is essential to ensure resources meet the actual priorities of each municipality.

In discussions regarding the broader national context, Jerry noted that the rise in parliamentary amendments has coincided with increased reports of misappropriation and misuse of funds. He advocates for a debate that extends beyond Congress and the Judiciary, aiming to address what he describes as a “structural deformation” in the current system by ensuring traceability and public interest.
