MSCI freezes certain changes to Turkey equity indexes

MSCI has announced an immediate freeze on certain changes to its Turkish equity indexes, effective until further notice. The decision follows concerns raised by institutional investors regarding potential coordinated trading through investment funds closely linked to smaller listed companies. MSCI stated that such activities could undermine market integrity and the reliability of free-float estimates.

The specific restrictions include a suspension of increases to Foreign Inclusion Factors (FIF) and the number of shares (NOS) used in index calculations. Additionally, MSCI will not add new securities to the MSCI Turkey Investable Market Index (IMI) or allow companies to migrate to higher size-segment indexes. This freeze applies to changes resulting from both periodic index reviews and corporate events.

While Turkey’s emerging-market status remains unchanged for now, MSCI warned that it will reassess the country’s classification during its 2027 annual review. If sufficient progress in market transparency and regulatory enforcement is not demonstrated by June 2027, MSCI may consider consulting on a downgrade to frontier or standalone market status.

Turkish authorities have introduced measures to exclude certain fund-held shares from free-float calculations where the ultimate beneficiary is already excluded. However, MSCI noted these are initial steps and emphasized the need for more robust, independent verification standards and effective enforcement against coordinated trading.
