Mukilteo launches developer search for 1.19‑acre waterfront site

The City of Mukilteo has opened the first stage of a two‑step competitive process to find a development partner for a 1.19‑acre waterfront parcel known as Lot 5. A Request for Qualifications (RFQ) was issued on July 29, 2026, with statements of qualification due September 9, 2026, followed by a Request for Proposals (RFP) to select a long‑term lease partner for up to 80 years while the city retains ownership.

The site sits beside the Washington State Ferry terminal, the historic 1906 Mukilteo Lighthouse and existing commuter‑rail and transit connections. The city aims to create a walkable promenade featuring restaurants, retail, housing and public amenities, working closely with the Port of Everett, which also owns adjacent waterfront parcels. The project follows a 2016 master‑plan and a City Council vote in March that approved a leasing approach while rejecting an outright sale. The land was formerly a U.S. Air Force fuel‑storage site, cleaned up and transferred to the Port in 2013, and a planned NOAA research facility was cancelled in 2021.
