Mumbai implements fines to combat illegal construction waste and air pollution
Mumbai is facing deteriorating air quality, with the Air Quality Index (AQI) reaching 178. This level is classified as moderate on India’s national scale but is considered unhealthy under the United States AQI scale, posing risks to sensitive groups such as children and the elderly.
In response to rising pollution and illegal dumping, the Brihanmumbai Municipal Corporation (BMC) is tightening enforcement of construction and demolition (C&D) waste management rules. Starting Monday, the civic body will impose a Rs 25,000 fine on vehicles transporting debris without an active Vehicle Tracking and Monitoring System (VTMS). Additionally, construction sites failing to register on the Mumbai Debris Control and Tracking System (MDCTS) portal will face a Rs 25,000 penalty per violation.
The city generates over 8,000 tonnes of construction waste daily, while existing processing facilities in Dahisar and Shilphata can only manage approximately 1,200 tonnes. This gap has led to illegal disposal in roadsides, drains, and mangrove areas. The MDCTS digital platform aims to track waste from generation to authorized disposal sites to improve accountability.
