Munich court suspends minimum pricing for Uber and ride-hailing services
The Munich Administrative Court has temporarily suspended a city regulation that required ride-hailing services, such as Uber, to align their prices with local taxi tariffs. In five preliminary injunctions, the court ruled that the city's general decree was likely unlawful in its entirety.
The court's reasoning centered on jurisdictional limits, noting that the city had applied the pricing mandate to trips entering or leaving the Munich city limits, which exceeds the municipality's authority. Because this unlawful component could not be separated from the rest of the decree, the entire regulation was deemed invalid for the time being.
The city's district administration office (KVR) confirmed it will stop enforcing the decree immediately while evaluating whether to file an appeal. Munich Mayor Dominik Krause stated that while the goals of protecting drivers from wage dumping and preventing ruinous price competition remain valid, the city must now await the final ruling in the main proceedings to determine how to adapt regulations to comply with the law.
