Municipal councils in Brazil address security and public participation

In João Câmara, Rio Grande do Norte, Municipal Guard Commander Makysuel Filipe addressed the City Council to clarify a Complementary Law Project. The proposal aims to regulate and modify the composition, organization, and functioning of the Municipal Public Security Council. The initiative seeks to strengthen public security policies and increase social participation by improving integration between the government, security agencies, and society.

In Itabira, Councilman Luiz Carlos de Souza has introduced a Resolution Project to regulate public participation in permanent commission meetings. This follows the suspension of the traditional ‘free theme’ space by the council. The new proposal, which has the signatures of all council members, seeks to establish a formal ‘Open Word to the Community’ rule. This would allow citizens to speak for up to three minutes on matters of public or social interest without needing a formal invitation, ensuring a permanent mechanism for community engagement during legislative proceedings.
