Municipal governance debate intensifies in Sweden

The debate regarding how Swedish municipalities govern welfare services has become a prominent issue ahead of upcoming elections. Political parties are presenting various proposals on how welfare should be organized, managed, and financed.

For decades, public sector governance has been heavily influenced by New Public Management (NPM), which utilizes detailed measurement, monitoring, and control systems to drive efficiency. However, NPM has faced criticism for increasing administration, documentation, and hierarchy, which critics argue can distract from core activities and reduce employee motivation.

In response to these challenges, trust-based management and leadership (TBSL) has emerged as an alternative approach. This movement gained momentum following the appointment of the Trust Commission by the government in 2016.
