Municipal leadership changes in Rosarito and Torreón, Mexico

The Rosarito municipal government appointed architect and urban planner José Manuel Ibarra Ruiz as Subsecretary of Development and Urban Services, succeeding Samuel Vidaña Berriel. Ibarra, who previously served as Secretary of Urban Administration under former mayor Silvano Abarca Macklis, will oversee ongoing projects such as the Zona Rosarito, the PEMEX node, and the reconstruction of Benito Juárez Boulevard.

In Torreón, Mayor Miguel Ángel Riquelme Solís announced the removal of José Manuel Riveroll Duarte from the municipal Health Directorate as part of a broader departmental restructuring. A new health director will be named in the coming days to continue local medical and preventive services in coordination with state and federal authorities.
