Municipal leadership changes reported in Saint-Philippe and Gatineau

Several municipal leadership changes are occurring in Quebec. Martin Lelièvre, the Director General of Saint-Philippe, will step down on December 31 after 12 years in the role. Mayor Christian Marin described the departure as an “end of employment” resulting from an agreement between the Director General and the City. Lelièvre noted his commitment to ensuring a smooth transition for ongoing projects and municipal services.

In Gatineau, two department directors are departing to join the administration in Laval. Sébastien Vallée, Director of Leisure Services, will leave his position on October 16. Richard Kouamé, Director of Finance, will remain until after the budget study week in early November to present the 2027 budget and long-term financial plan. While local officials expressed confidence in the transition, academic experts noted that losing such specialized expertise can have significant repercussions for municipal operations.
