Podgorica processes 81 illegal building legalizations
Podgorica's Secretariat for Spatial Planning and Sustainable Development has processed 81 legalization cases for illegal structures between the start of the year and September 14. Gavrilo Vuković, the secretary for the department, stated that 4,679 requests are currently being processed. This includes 2,869 cases from the 2017–August 2025 period where proceedings were previously halted, and 1,810 new requests submitted following the implementation of the new Law on Legalization of Illegal Objects.
To accelerate the process, the Secretariat has established 14 field commissions to conduct inspections and verify site conditions. While the number of resolved cases is currently low, officials expect this figure to increase as procedures conclude. The administration noted that official records of all illegal structures are maintained by the Real Estate Administration, and the deadline for registering these objects in the real estate cadastre has been extended to August 14 of next year.
Separately, Podgorica city officials are considering a proposal to reduce or eliminate real estate taxes for residents whose properties were damaged or destroyed by fires or other natural disasters. The proposal, introduced by representatives of the Movement for Podgorica, aims to provide relief for up to two years to help owners recover from the loss of market value and utility caused by these events.
