Municipalities in Montenegro and Croatia implement digital spatial planning systems
The municipality of Berane in Montenegro has launched a Geographic Information System (GIS), a digital platform designed to provide citizens with easier access to planning documentation and spatial data. According to Mayor Đole Lutovac, the system is part of Montenegro’s obligations during its path toward European Union membership. The platform allows users to review urban and spatial plans, real estate cadastre data, and municipal property records to determine construction permissions for specific locations.
In Croatia, the municipality of Sveti Juraj na Bregu has implemented a new digital spatial plan accessible through the national Information System for Spatial Planning (ISPU). This system enables property owners, designers, and investors to view land use, infrastructure data, and planning conditions via an interactive geoportal. The ISPU serves as a centralized state system that integrates spatial data and digital services, including e-plans and e-permits, reducing the need for physical visits to municipal offices.
