Municipalities in Paraguay and Peru face losses from public works irregularities
In Paraguay, the representative of M&M Construcciones, Cinthia Noelia Alen Guerrero, has accepted a conditional suspension of proceedings to avoid trial regarding a loss of approximately G. 505 million to the Municipality of Ciudad del Este. The case involves renovation works at the Ciudad del Este Regional Hospital conducted during the administration of former mayor Miguel Prieto. The investigation found that the works did not match the amount paid, a loss that could have been prevented through municipal oversight. As part of the agreement, Alen Guerrero must pay G. 50 million in social damage reparation to the municipality.
In Peru, the Comptroller General's Office identified an economic loss of over S/ 232,000 in the La Unión district of Piura. Municipal officials approved unjustified deadline extensions for a contractor, Constructora La Torre Contratistas Generales S. R. L., during the reconstruction of school 1056. These extensions prevented the municipality from collecting late penalties. The audit suggests civil and criminal responsibility for three officials: the works inspector, the sub-manager of Works, and the manager of Infrastructure and Urban Development.
