Municipality of Athens receives positive outlook upgrade from Moody's

Moody's has upgraded the outlook for the Municipality of Athens from stable to positive, while maintaining its credit rating at the investment grade of Baa3. This development follows a previous upgrade in March 2025, when the municipality moved from Ba1 to Baa3.

According to the 2025 assessment, the Municipality of Athens demonstrated a positive primary operating balance and a financing surplus, with debt limited to 22% of operating revenues. The upgrade provides conditions for potential future increases in the municipality's credit rating.

Athens Mayor Haris Doukas noted that the assessment validates the administration's fiscal management and its focus on supporting vulnerable groups and investing in schools through funding from the European Investment Bank. Deputy Mayor of Financial Planning, Giorgos Giannaros, stated that the Moody's rating serves as institutional confirmation of the city's ability to continue investing while maintaining strong financial foundations.
