Music schools face funding crises in Germany and Austria

Music schools in Germany and Austria are facing significant financial challenges due to legal rulings and the cancellation of state subsidies.

In Gummersbach, Germany, the Musikschule Gummersbach is struggling with rising costs following the Herrenberg ruling by the Federal Social Court. This decision requires music school teachers, previously working as freelancers, to be transitioned into social security-compliant employment or mini-jobs. Consequently, the school must now cover social security contributions that were previously handled by the Artists' Social Security Fund, leading to a 25 percent increase in costs for the association. To manage this, higher fees for members and ensemble participants may be necessary.

In Austria, municipalities in Styria, including Voitsberg, Köflach, and Bärnbach, are facing budget shortfalls after the state government abruptly cancelled compensatory payments for music schools. These municipalities are reporting combined losses of nearly 300,000 euros. Local officials expressed surprise at the decision, noting that the funding model had previously shifted from personnel-based to student-based support, and the sudden removal of these payments during the current school year has left local budgets strained.
