MV Barima inquiry examines search and rescue response

Public hearings for the Commission of Inquiry into the MV Barima sinking have begun, focusing on the timeline and effectiveness of the search and rescue response. Testimony revealed that the first satellite alert reached the Timehri air traffic control tower at 10:43 p.m. on July 18, 2026, with coordinates relayed to the Coast Guard via WhatsApp at 10:51 p.m.

Coast Guard officials testified that a team was deployed within 15 to 20 minutes of receiving the coordinates. However, communication was hindered because the vessel's Starlink battery had died, leaving it without a backup communication system.

Aerial response efforts also faced scrutiny. A Roraima Airways aircraft departed at approximately 1:36 a.m. on July 19, eventually spotting emergency flares near Hampton Court. Meanwhile, a Guyana Defence Force Bell 407 helicopter was restricted to coastal and inland surveillance; pilots testified that civil aviation regulations prohibited the single-engine aircraft from flying over open water at night.

The five-member commission is examining six key areas: vessel seaworthiness, passenger and cargo operations, crew conduct, search and rescue operations, regulatory oversight, and human factors. The inquiry aims to prevent future tragedies and is expected to report its findings to the President in approximately six months.
