Nagaland and Mizoram CMs seek JPC scrutiny of proposed FCRA Amendment Bill

The Chief Ministers of Nagaland and Mizoram have called for the proposed Foreign Contribution (Regulation) Amendment Bill, 2026, to be referred to a Joint Parliamentary Committee (JPC) for thorough scrutiny.

Nagaland Chief Minister Neiphiu Rio wrote to Union Home Minister Amit Shah requesting extensive parliamentary investigation and consultation with stakeholders. Rio expressed support for the government's responsibility to ensure transparency and accountability regarding foreign contributions, but emphasized the need to prevent the regulatory framework from being misused or inadvertently impacting legitimate charitable, educational, and healthcare institutions.

Rio highlighted the significant role of Christian organizations and churches in Nagaland, noting their historical contributions to education, healthcare, poverty alleviation, and social welfare, particularly in remote and economically disadvantaged areas. He warned that the proposed amendments, if implemented in their current form, could disrupt essential social service programs and humanitarian aid efforts in the state.
