Nanaimo City Council approves tax exemption for Indigenous women's housing
Nanaimo City Council has unanimously approved a permissive tax exemption for a residence on Haliburton Street operated by the Tillicum Lelum Aboriginal Society. The exemption, which is estimated to be worth approximately $3,000, will take effect in 2027.
The property, known as Sxwutculi Lelum (Hummingbird House), provides short-term housing for Indigenous women in need. To meet the city's eligibility criteria, which typically requires an active operating agreement with a government agency like B.C. Housing, the municipality will enter into a 60-year housing agreement with the society to secure affordable rental rates.
The council had previously denied the society's application in July because the residence was funded through fundraising rather than government sources. Following discussions between city staff, the society, and B.C. Assessment regarding a “special valuation” option, the new housing agreement allows the property to qualify for the exemption.
