Naples hits 90% completion of PNRR-funded projects, spurring construction growth in Campania

The city of Naples has reached the 90% mark in implementing its PNRR (National Recovery and Resilience Plan) projects, with €1 billion in EU funds already deployed. Most of the work—focused on schools, public transport upgrades and urban regeneration—has been finished or entered the final construction phase, placing Naples among Italy’s most efficient cities in using recovery funds.

In the wider Campania region, the construction sector is projected to expand by 5.9% in 2026, driven by a surge in public‑works spending. Over 1,000 construction sites remain active, the sector accounts for 13.4% of regional GDP and provides 8.4% of total employment. Municipal capital spending rose 20.5% in 2025, and the number of public‑work tenders increased by 14% with a 40.2% rise in awarded values. Residential sales grew 3.3% in 2025, while the workforce in the building industry rose 2.1%. However, building permits for new residences fell 10.3%, prompting industry leaders to call for a ten‑year industrial plan and a long‑awaited urban‑regeneration law.
