Italy prison crisis: Overcrowding and reintegration efforts
Italy is facing a severe prison crisis characterized by extreme overcrowding and high mortality rates. In Campania, Samuele Ciambriello, the regional Guarantor for the rights of persons deprived of liberty, has signed an appeal for a 'responsible pardon' supported by jurists and the Italian Episcopal Conference. The appeal highlights a structural emergency where 65,900 detainees are held despite only 46,358 available spaces. The situation is described as a daily tragedy, with 55 suicides and 196 deaths recorded since the start of the year.
In the Marche region, overcrowding has reached critical levels. Data from September 2026 shows that the Fermo detention center is operating at 174.4% capacity, while Ascoli Piceno is at approximately 150%. Across the Marche region, 1,101 detainees are housed in facilities with only 802 usable spaces, placing immense pressure on resources and the constitutional mandate for prisoner rehabilitation.
In response to these challenges, institutions in Naples have signed a memorandum of understanding to support social reintegration. The agreement between the Municipality of Naples, the Interdistrict Office for External Penal Execution, the Regional Penitentiary Administration, and the Naples Surveillance Court aims to provide housing, employment opportunities, and social services to those transitioning out of the penal system or serving sentences outside of prison. The initiative seeks to reduce recidivism by addressing housing instability and economic marginalization.
