Napoleón Estévez Lavandier promotes constitutional education at PUCMM

Napoleón Estévez Lavandier, president of the Constitutional Court, has called for the strengthening of a constitutional culture in the Dominican Republic. Speaking at the launch of the Constitutional Education course at the Pontificia Universidad Católica Madre y Maestra (PUCMM) in Santiago, he emphasized that a society cannot fully preserve its liberties through laws and institutions alone if citizens do not understand and respect them.

Estévez Lavandier stated that the country requires citizens who respect constitutional principles even when they protect positions different from their own, describing this as “learning to live in democracy.” He noted that teaching the Constitution involves more than studying its articles; it requires providing tools to understand the basis of rights, the mechanisms to protect them, and the responsibilities that come with their exercise.

The Constitutional Court views the dissemination of constitutional culture as part of its mission, which it pursues through educational programs, academic activities, and partnerships for civic training.
