Napoli and Varese launch climate‑resilience initiatives
Napoli has published its first map of 38 climate shelters—public indoor and outdoor spaces such as parks, libraries and school courtyards that provide free, cooled refuge during extreme heat waves. The map was produced jointly by the Cleanap association, the University of Naples Federico II and the municipal government to help residents locate cool spots and mitigate urban heat‑island effects.
In Varese, the municipal council presented a new Territorial Governance Plan (PGT) that introduces a Multifunctional Ecosystem Factor to evaluate the ecological impact of building projects. The plan promotes green roofs, permeable surfaces, tree planting, blue‑green corridors, renewable energy communities and incentives for developers, while also expanding housing space for seniors and people with disabilities. The PGT is slated for council approval on 1 September.
