Narashino City announces new waste incineration plant project

Narashino City has commenced the public inspection of the environmental impact assessment report for a new waste incineration plant planned for the Shibazono 3-chome area. The inspection period runs from October 2 to October 16, 2026, at various municipal and prefectural offices.

The new facility is scheduled to begin operations on April 1, 2032, replacing the existing Shibazono incineration plant, which has been in service since 2002. The project timeline includes demolition of the old facility starting in fiscal year 2027, with construction spanning from 2029 to 2031.

The project will utilize a public-private partnership model, which the city selected for its fiscal efficiency. The estimated total project cost is approximately 63.9 billion yen, comprising 39.5 billion yen for construction and 24.4 billion yen for 20 years of operation and maintenance. The city's direct contribution to construction is estimated at approximately 17.24 billion yen.
