Naro, Sicily launches one-euro house program for urban renewal

The town of Naro, located in the province of Agrigento in southwestern Sicily, has launched a one-euro house program aimed at urban regeneration. The initiative seeks to revitalize the area by offering abandoned or dilapidated properties to buyers for a symbolic price of one euro.

To participate, buyers—who can include foreign nationals, companies, or foundations—must commit to using the properties as a primary residence, second home, guest house, or for commercial purposes. Applicants are required to demonstrate the financial means to undertake necessary renovations and must submit a comprehensive restoration plan to the municipality for approval within a specified timeframe.

While the purchase price is nominal, participants must cover all legal fees, registration costs, and deed taxes. Restoration costs can be significant, often ranging between 20,000 and 50,000 euros, depending on the building's condition. The program follows the precedent set by nearby Mussomeli, which successfully utilized a similar scheme to reverse population decline and property abandonment.
