National Alternative Movement challenges strategic investor rules in Moldova
The National Alternative Movement (MAN) has petitioned the Constitutional Court of Moldova to challenge new regulations governing investors in the country's strategic economic sectors. The political party argues that the new provisions could restrict investor rights through insufficiently defined criteria.
Specifically, the challenge targets a legislative amendment that allows an investor to be declared non-compliant if they are suspected of involvement in actions or omissions that pose a danger to state security. MAN representatives, including Deputy Gaik Vartanean and lawyer Alexei Paniș, contend that the legislation fails to clearly define what constitutes a security threat, the required level of severity, or the timeframe for such risks to be considered.
The party claims the amendment was introduced between the two readings of a bill that originally focused on simplifying procedures for energy infrastructure, such as solar panels and heat pumps. MAN maintains that such significant changes affecting private property and investment freedom should have been subject to a separate, transparent, and complete legislative procedure.
