National Appeals Chamber upholds Zamość road supervision contract

The National Appeals Chamber (KIO) has upheld the selection of Lumera Group Sp. z o. o. for investor supervision regarding the expansion of Peowiaków and Przemysłowa streets in Zamość. The decision follows an appeal by ZDI Sp. z o. o., which had alleged that the selected bid was unacceptably low.

The Zamość City Hall reported that the ruling maintains a choice that is 227,550 PLN gross cheaper than the competing proposal. The Chamber did not find grounds to reject the Lumera Group offer based on the low price allegations, nor did it challenge the combination of designer and investor supervision roles in this specific procurement process.

Separately, the National Appeals Chamber has a scheduled docket of rulings for October 14, 2026, involving various public procurement disputes. These cases include appeals from entities such as ARCUS Sp. z o. o., Budimex S.A., and STRABAG Sp. z o. o., involving various contracting authorities including the General Directorate for National Roads and Motorways and several regional health and infrastructure boards.
