National Assemblies advance legislative reforms in Senegal and Madagascar

The Bureau of the National Assembly has approved two legislative proposals for further consideration. The first is an organic law aimed at amending the framework for finance laws, specifically focusing on the regulation of special funds to strengthen legal guarantees and supervision regarding their use and budgetary control.

The second proposal concerns healthcare in prison environments. It seeks to modernize the legal framework for medical care, prevention, access to medication, and medical follow-up for detainees, addressing existing concerns regarding sanitary conditions and equipment availability in penitentiary settings.

In Madagascar, the adoption of a cybercrime bill has been postponed indefinitely. Lawmakers expressed concerns that the 96-article text requires more thorough examination, particularly regarding sanctions and fines. Key points of contention include the creation of a digital police unit (Upin), which would be granted 24/7 technical access to the information systems of electronic communication operators and internet service providers.
