National Bank of Serbia proposes new financial consumer protection laws

The National Bank of Serbia has drafted amendments to the Law on the Protection of Financial Services Users. The proposed changes aim to align domestic legislation with European Union standards regarding mortgage and consumer credit. Key provisions include the requirement that credit intermediation and debt counseling services be provided only by licensed entities under the central bank's supervision. Additionally, the draft addresses merchant-approved purchase financing, such as deferred payments.

A new systemic debt counseling service is being introduced to assist users experiencing difficulties in meeting their financial obligations.

Separately, the Credit Bureau has expanded its digital services by introducing the IPS Scan payment option. This allows citizens to pay for credit reports via mobile banking by scanning a QR code, a move intended to streamline the process of checking financial history and active obligations from the past three years.
