National Bank of Slovakia delays new mortgage rules until 2027

The National Bank of Slovakia (NBS) has postponed the implementation of new mortgage regulations. Originally planned for October 1, 2026, the new rules will now take effect on January 1, 2027. This delay follows requests from the banking sector to allow more time for updating internal approval processes and IT systems.

The new regulations aim to facilitate homeownership for younger generations while curbing speculative real estate purchases. Applicants under the age of 35 purchasing their first residential property may be eligible for financing up to 90% of the property value, an increase from the current 80% standard. This benefit is subject to a limited 20% quota for banks.

Conversely, stricter conditions will apply to investors purchasing their third or subsequent property. For these clients, the maximum loan-to-value (LTV) ratio will drop from 80% to 70%, requiring a minimum 30% down payment from private funds. Banks will verify ownership through the real estate register, and the rules apply specifically to completed residential buildings within Slovakia. Ownership is defined as holding a stake of at least 50% in a property.
