National Bank of Ukraine implements major currency liberalization
The National Bank of Ukraine has announced its most significant currency liberalization measures since the 2022 Russian invasion. The new regulations aim to bolster business and investor confidence by increasing allowances for foreign currency purchases and bank withdrawals.
Key changes include a fourfold increase in the monthly limit for non-cash currency purchases, investments, and foreign securities, rising from 50,000 to 200,000 hryvnias. Additionally, the daily limit for cash withdrawals from accounts both within Ukraine and abroad has been doubled to 200,000 hryvnias, while the monthly limit for transactions using hryvnia-denominated cards has been raised to 200,000 hryvnias.
The central bank stated these measures are expected to facilitate easier transactions for Ukrainians living abroad and within the country without compromising currency market stability. The bank’s updated macroeconomic forecast predicts international reserves will reach nearly 70 billion USD by 2026.
Separately, the National Bank of Ukraine has revised its debt projections, expecting public debt to fall to 90% of GDP. This decline is attributed to the reclassification of international loans into non-repayable grants. This forecast differs from the Cabinet of Ministers' projections, which estimate debt will remain above 100% of GDP through 2029.
