National Decentralization Authority launches remote office pilot in Panama
The National Decentralization Authority (AND) has launched a pilot project to establish remote offices in communal boards to address significant gaps in connectivity and electricity. A 2025 census revealed that 360 communal boards lacked internet access and 156 lacked electricity, forcing residents to travel long distances for administrative tasks.
The pilot program, which received technological approval from the National Authority for Government Innovation (AIG), aims to create a replicable model for municipal strengthening. The project involves installing complete remote office solutions in 15 communal boards.
Each unit includes a solar energy system with four panels and batteries providing up to 48 hours of autonomy, satellite internet connectivity, network infrastructure, computers, and two years of technical support and training. The contract was awarded to EDUPAN, S. A. for a total of B/. 293,715.00, averaging approximately B/. 19,581 per communal board.
