National Intelligence Academy report links technology to global power shifts

A new report by the National Intelligence Academy (MİA) titled ‘Alliances, Strategic Competition and Turkey in the Technopolitical Order’ highlights how technological transformation is reshaping global power dynamics and international alliances.

The study identifies artificial intelligence, semiconductors, critical minerals, and energy infrastructure as central pillars of modern strategic competition. These elements have moved beyond mere economic competition to become integral components of national security and power politics, directly influencing state sovereignty and decision-making capacities.

The report examines the technopolitical strategies of the United States, China, and the European Union, noting that new alliances are evolving into flexible, multi-layered networks. Prof. Dr. Talha Köse, President of the National Intelligence Academy, noted that actors with high technological capacity will possess greater bargaining power within these networks.

For Turkey, the report suggests that the primary objective should be converting geopolitical advantages into technological and production capacities. It recommends a coordinated strategic framework integrating technology diplomacy, industrial incentives, energy planning, and defense needs to secure an indispensable position within critical value chains.
