National Lotteries Board warns of illegal gambling crisis

The National Lotteries Board (NLB) has warned of a growing social crisis caused by an illegal gambling operation known as ‘Kotu Kapeema’. The scheme involves participants betting on the final two digits of official lottery results drawn by the NLB and the Development Lotteries Board (DLB).

NLB Chairman Cyril Anthony Perera informed the Committee on Public Enterprises (COPE) that the operation has expanded from small rural bets of Rs. 100 to much larger sums in wealthier areas, sometimes exceeding Rs. 100,000. In regions like Manampitiya and Ratnapura, betting pools are reportedly significant due to local economic activities such as paddy harvesting and gem mining.

The illegal network reportedly uses WhatsApp groups to coordinate and spreads misinformation, claiming that monthly lottery draws are conducted in advance. Officials noted that the addiction has led to severe consequences, including the loss of land and property, and has prompted numerous complaints from families. Despite reports being made to the police and intelligence services, authorities have yet to take decisive action.
