NATO procurement fraud investigation leads to arrests in Norway and raids in Germany and Romania

Authorities in Norway, Germany, and Romania have conducted a coordinated crackdown on an international fraud and bribery scheme targeting the NATO Support and Procurement Agency (NSPA).

Five individuals were arrested in the Bergen region of Norway. Investigators allege that a company and its subcontractors submitted fraudulent invoices for shore-based logistical and port services provided to NATO vessels in Northwest European ports between 2021 and 2025. The overcharging is estimated to exceed €1 million.

In addition to the fraud, the investigation is examining allegations that the central company used an intermediary to bribe public officials to secure preferential treatment in NSPA contracts. Law enforcement conducted searches at corporate offices and residential properties in Germany and Romania as part of the operation, which is being coordinated by Eurojust.
