NATO-Russia crisis simulation models Kaliningrad rebellion
Analysts and former diplomats conducted a crisis simulation at ISM University in Vilnius, Lithuania, to model a potential rebellion in Russia’s Kaliningrad Oblast. The scenario involved rebels kidnapping the regional governor and attempting to send tanks across the border into Lithuania to provoke a direct military confrontation between NATO and Russia.
The exercise, organized by the Baltic International Security Centre, aimed to highlight the vulnerabilities of the Russian exclave, particularly as significant military forces have been redeployed to the front lines in Ukraine. Experts participating in the simulation included specialists from the United Kingdom and other European nations.
British analyst Edward Lucas, a co-organizer of the exercise, dismissed theories that NATO would remain passive during a Russian incursion into the Baltic states, calling such scenarios “nonsense.” He noted that Baltic nations are highly vigilant and possess allies ready to respond immediately. The simulation also addressed regional concerns regarding potential illegal border crossings by residents fleeing mobilization and the increased frequency of nuclear threats from the Kremlin.
