Navarra disability pensions hit historic low in 2025

The National Institute of Social Security (INSS) recognized a historic low of 674 permanent disability pensions in Navarra during 2025. This figure represents the lowest point in the 2005–2025 series, falling significantly below the historical annual average of approximately 900 to 920 pensions.

Labor law experts attribute this decline not to a decrease in sick workers, but to a slowdown in the assessment process. Delays in evaluations by the Disability Assessment Team (EVI), commonly known as the medical tribunal, have reportedly exceeded legal timeframes. Furthermore, administrative approval rates remain low, with fewer than 50% of applications being granted through the INSS, forcing many applicants to seek resolution through the courts.

In response to the backlog, a special plan was launched in 2026 to process pending files. Early data suggests this reinforcement is having an impact, with 514 pensions recognized in the first half of the year, accounting for 75% of the total approved in 2025.
