Navarra economy faces divergent growth and competitive challenges

The economy of Navarra is experiencing contrasting outlooks regarding its growth and competitive standing. A study by the Public University of Navarra (UPNA) indicates that the region has lost momentum compared to Madrid, the Basque Country, and Aragon. In 2000, Navarra's GDP per capita was 28% above the Spanish average, nearly matching Madrid; however, by 2024, Madrid had significantly pulled ahead, and the Basque Country had surpassed Navarra.

Experts at a recent forum organized by UPN warned that declining growth capacity could threaten the funding of social welfare. Concerns were raised regarding high fiscal pressure and overregulation, including a significant increase in the regional government's workforce.

Conversely, BBVA Research provides a more optimistic forecast, predicting that Navarra's economy will grow by 2% in 2026 and 2.4% in 2027, outpacing the projected national average. This growth is expected to generate approximately 8,700 jobs over two years and reduce the unemployment rate to an average of 6.8% by 2027. This expansion is driven by strong domestic consumption and a robust tourism sector, despite uncertainties in industry and exports due to energy costs and supply chain issues.
