Navarra official reports alleged corruption in tunnel contract
Lorenzo Serena, a civil servant with over 25 years of experience in Navarra's contracting boards, has faced professional repercussions after reporting irregularities regarding the 74-million-euro Velate Tunnel project.
Serena alleges that efforts were made to delay superior bids to ensure the contract was awarded to Servinabar, a company in which Santos Cerdán reportedly holds a 45% stake. After voting against the award and filing complaints with the regional Parliament and the Navarra Anti-Fraud Office, Serena claims he was effectively exiled to the outskirts of Pamplona.
The reports suggest that despite his attempts to uphold transparency, the relevant institutions failed to act on his denunciations, leading to professional isolation and hardship for the whistleblower.
