Navarra to include repeating students in school ratio calculations
Navarra has approved a new measure regarding student-teacher ratios in public schools. Starting in the 2027-28 academic year, students who repeat a grade will be included in the calculation of maximum ratios, which are set at 23 students for Primary Education and 28 for Secondary Education (ESO).
The decision was reached during a meeting of the Monitoring Commission for the Pact for Equity and Quality in Education. The proposal received support from unions ANPE, Afapna, and UGT. However, other unions, including Steilas, LAB, ELA, and CCOO, left the meeting without voting, following a previous refusal to take a position.
In a separate development regarding classroom density, the union Ustea has filed a formal complaint against the Education Delegation. The union is demanding a reduction in the ratio of a first-grade Primary class at the Antonio Gala school, which currently has 27 students. Ustea highlighted that the group includes several students with specific educational support needs and is located in a socially vulnerable area.
