Navarre Administrative Tribunal Rules on Café Roch Sign and ETA Graffiti Removal

The Tribunal Administrativo de Navarra (TAN) confirmed Pamplona city council's decision to keep the historic Café Roch sign on its original façade in the Old Town, rejecting former manager Víctor Armiño's request to relocate the protected Art Deco lettering. The court upheld that the commercial name and logo belong to the former owner, while the licence to operate the bar remains with the current proprietors.

In a separate ruling, the same tribunal estimated the claim filed by the Union of Navarre (UPN) councillor Juan Frommknecht to have the municipality of Etxarri Aranatz remove ETA‑related graffiti. TAN concluded that the town council had failed to act promptly when the graffiti first appeared, validating the UPN's request for removal.

Both decisions highlight the tribunal's role in enforcing heritage protection and municipal accountability in Navarre.
