Nepal Television procurement probe uncovers illegal spending and procedural flaws

An investigation committee examining the procurement of digital transmitters, audio‑visual and graphics systems, playout automation and online platforms for Nepal Television (NTV) submitted its report to Information and Communications Minister Dr Bikram Timilsina in early August 2026. The four‑member panel, led by Dr Sudip Bhattarai, concluded that the procurement process involved illegal decisions, legal errors and unauthorized financial liabilities.

Key findings include the misuse of budget allocated for “Archive Digitization” to purchase audio‑video equipment, procurement actions taken without prior ministry approval, and the award of a contract to a bid that failed to meet technical specifications. The report also highlighted the allocation of Rs 48.7 million from internal sources without approval, the opening of a letter of credit from the same budget, and tampering with documents related to Singapore‑based Soheto Singapore Pte Ltd. Additionally, the committee noted unrealistic timelines for the analogue switch‑off and digital switch‑over of terrestrial broadcasting.

The committee recommended actions under the Commission for the Investigation of Abuse of Authority Act and suggested a review of broadcasting policies to promote competition among domestic suppliers.
