Nepal to phase out Kharidar and Nayab Subba posts

The government of Nepal has announced a plan to phase out all Kharidar and Nayab Subba positions across 18 ministries within the next three years. This initiative aims to transition the central administration toward an officer-focused model.

Under this policy, the government will not recruit new employees to replace Kharidars (junior administrative officials) or Nayab Subbas (mid-level administrative officials) when they retire, resign, or leave their posts. Instead, these positions will be allowed to fall vacant. Once the transition is complete, ministries are expected to employ only officer-level staff and above, while support staff such as drivers and office assistants will be hired on a contract basis.

Currently, 14 ministries are conducting organizational and management surveys to facilitate this restructuring. The Office of the Prime Minister and Council of Ministers, the Ministry of Foreign Affairs, the Ministry of Finance, and the Ministry of Infrastructure Development are still in the process of completing these surveys. Approximately 4,000 such positions have already been reduced across various ministries following directives from the Prime Minister’s Office.
