Netherlands advances unified sport funding and top‑sport culture reforms

On 9 September a work conference on top‑sport culture was held at Papendal, bringing together athletes, coaches, technical directors, TeamNL centre managers and policymakers. Hosted by André Cats, director of top sport at NOC*NSF, participants discussed how performance and wellbeing reinforce each other and identified steps to embed a sustainable top‑sport culture within the 2032 strategy.

The Dutch Ministry of Health, Welfare and Sport (VWS) announced that the SPUK Stimulating Sport scheme and the Broad Regulation for Combined Functions (BRC) will be merged into a single funding programme for 2027‑2029, providing €257 million. The new arrangement will simplify municipal financing, allow automatic advance payments and aim to integrate staffing and infrastructure at the local level.

Both initiatives aim to strengthen Dutch sport by aligning cultural priorities with a clearer, more efficient funding structure.
