Netherlands clarifies horse transport rules for private owners

The Dutch Food and Consumer Product Safety Authority (NVWA) issued new guidance on horse transport that takes effect on 1 June 2026. The guidance applies the EU Transport Regulation to all horse movements, but defines two exemptions: (1) transport of a owner’s own horses within a 50 km radius of the farm using the owner’s own vehicle, which is subject only to general welfare rules; and (2) private trips with own horses for events such as competitions, training rides, outings or veterinary visits, which are not considered economic activity.

Economic activity – such as transport for sale, lease, market, slaughter, circus or work horses, or use of a professional carrier – triggers additional obligations, including a carrier licence, competency requirements and transport documents. Owners taking horses abroad may also need to comply with the EU Animal Health Regulation and register as a carrier. The NVWA provides an online tool to help owners determine whether their transport falls under the economic‑activity rules and which regulations apply.
